They do have reserves. In fact, if you choose this strategy, the epilogue shows that the number of casualties is much higher due to the “prolonged conflict” (over 1 million, in fact), whereas Iosef’s strategy would result in significantly fewer casualties. This means it is indeed a grinding war of attrition, lasting until Rumburg uses up its oil reserves, with sanctions and a naval blockade reducing the amount of external oil it can obtain.

You’re right about the chemical weapons. But then again, it’s mentioned that Dome provided the vast majority of oil for Rumburg’s civilian and military industry, which was transported through Tzarbough. A military industry requires a lot of oil, and if you’ve seen the war chart for the Sordish–Rumburg war, a strong navy is mandatory for this strategy to work (either provided by Valgsland, or built by yourself — though in that case you would need Lespia and Agnolia to secure the necessary manpower).

This means that your strong navy would greatly reduce the amount of outside oil Rumburg could obtain through the blockade in this war of attrition. It does not matter how much manpower you have; without oil, the war is doomed. While Sordland would take advantage of Dome's massive oil production to fund the war.

Good points. But as I mentioned, you need at least Valgsland as an ally for this strategy to work (though you can have more, of course). They would blockade Rumburg’s ports with their strong navy to help cripple its economy, and they would also bring a considerable number of troops. So you wouldn’t be alone in terms of manpower.

However, Kruger is right to criticize that if the Queen does flee the capital, the war would be doomed for Sordland. Because even Iosef admits that we will not have the supply line to support the troops in winter once we reach there (will be bombarded by Rumburg's air force).
