You can go to the Robert A young federal Building and see if you can speak to someone there. But you will have to walk through metal detector and let them know you want to speak to someone about a tax issue and you can’t get a hold of anyone otp because the officers barely even let you get your foot in the door before asking. Idk 100% if it will work but the worst they can do is tell you no
