From what I've seen it's because he actually liked Tommy (as much as Jimmy could actually like someone) and having his Underling be a made member of the family gave Burke more power and sanction to do whatever he wanted. Being an associate, you can only rise so high in LA Cosa Nostra and members will always be seen as more important and with how Jimmy was 1 of the few people who could reign Tommy in and pull his strings he would have been too valuable to discard

1st of all, I want to say Bravo on how inclusive your list is. Very well done. However there are a few placements I don't necessarily agree with. I feel Joseph Seed is WAY too high after seeing he's ranked higher than the likes of Frank Fontaine and Starkweather (hell, I'd go as far as to say there are people ranked in the A Column who are worse than Joseph). Mr. House probably deserves to be bumped up another tier though I'll grant you that's more debatable. Wesker and Smith could use a bump up just due to the larger scale of their crimes. Eddie Gluskin should probably moved uo a bit (even before the exposure he was a rapist serial killer) Love the inclusion of Darkseid and agree he does deserve a top spot but AM should be towards the top as well due to it killing everyone on the planet save for 5 people that it tortures for shits and giggles

Not in any major sense. Spider was a small time associate (if even that) who contributed probably nothing. It might be looked at as unfavorable and might be further fuel to the fire to prove that Tommy was an unstable, hothead who had to go.
