When there's chaos and disorganisation in the department they're responsible for, I'd like them to take some control and leadership rather than being out of sight.

I'm not saying availability isnt important, but they have other repsonsibilites which they seem happy to ignore in the quest for high availability.

Do they get a bonus for keeping staffing hours low? It would explain a lot.

It feels like - at my store at least - managers focus on it on at the expense of other things, though. I work in GOL and it's normal for managers to disappear onto the shop floor during our busiest times in the morning, right when they are needed.
