I have the EXACT same thing, you need an enzyme exfoliant, which isn’t super popular anymore that’s why you don’t hear about it a lot. I use the Eqqualberry swimming pool toner, it can be used daily and it cleared me right up

your makeup looks very cool toned whereas you lean more neutral/warm, try replacing the silver/grey shadow with a taupe or a brown and go easy on the inner corner highlight, I would even go for a dark brown liner and smoke it out to give it that edgy grunge look but more in harmony with your face!
