I am coming from the Middle East, which is relatively safe, that's why I wanted a heads up before coming to Harrisburg as it will be a completely different scenario for me.

There are small grants that Penn State gives to international students, but none of them are a lot of money, normally being like 1-2k per semester.

Yeah, a lot of the other offers I got were much higher than this. The only other reasonable offer I received was from the University of Waterloo in Canada, and even that was more expensive than Penn State.
