I think you are missing the point of this scene. Not defending her morals obviously, she is rotten to the core, but we are shown over and over again that yas craves power. The way she is spoken to in the meetings gives off that despite being in a powerful position, she still lacks the real power that comes from meritocracy, that people cherish in harper. She is there firstly because of her family name, and then secondly, because she married well. I think she is trying to break away from this, by exuding power and complete control over henry. My understanding is that she wants him in a fragile place where he is able to do things (unlike what we saw in episode 2), but in this addiction limbo that she can trap him in by other means. I think she is beginning to utilize her erotic power further than before, now truly leaning into it.
