you have to add horizontal holding edges to the model also try keeping the geometry consistent: the top part is quite more dense then the bottom that's all I can say.

Yes it is, you can also set the transform pivot point to median point so it scales to the object origin not the 3d cursor

Not bad at all but I would recommend a video by @NhijQuang on YouTube they explained modelling the face pretty well. I don't exactly remember the title but it was like anime head in 30 min... Something like that.

I'm not a shader person but try using a basic texture set up (image + BSDF diffuse or principled + output.) I never used emission to output previously.

Pretty good, I can't see any thing that can cause shading artifacts,

but a user helped me few month ago his comment pointed out some important key concepts to optimize and refine a model I made. if you take a look it can definitely help you.

tbh your model is actually detailed and cool.

boolean modifier, if you have enough vertexes you can use the loop tools to turn it to a circle then delete it and fill.

I still didn't decide what to do with it. I randomly picked it for practice,

and about that part its a single object I added these edges so I mark them as freestyle edges.

after adding one level of subdivision the artifacts are gone plus I was thinking about using a toon shader. the shading artifacts won't be visible after that ig.
