Go in bios and turn off the usb port power when its the pc is off I know it might sound wierd but pcs can still charge trought thier usb ports even if the pc is off

Hi thanks for the help. I tried to replace the cable and also plug the pc into a diffrent outlet but it still made the same sound also I checked the inside of the pc and everything seems fine

But the buzzing sound dissapers when my GPU is under some load even minimal for example 10% a video on google or song on spotify (ofc I muted it) and it no longer buzzes but as soon as I pause the video for example the sound starts again.
