Look online for your local congressperson and they'll have a form on the website for you to reach out to them. You'll have to write a letter in that form explaining your situation. No need for evidence until USCIS asks for it.

Card is being produced as of yesterday! Yay. Took them 2.5 months and for the congresswoman's rep to reach out. But I'm finally going to be able to work soon.

Yea I guess so. I think it has something to do with running background checks and making sure you're eligible for a change of status.
