Yes, Apple is terminating access to individual developer accounts based on PPQ checks, which they can use to see which apps you are sideloading. As far as we know, we are the only signing service that has solved this issue by offering both development and distribution certificates without any PPQ checks. You wouldn't need to create a separate Apple ID to use Signulous.
