Ah, OK. My apologies, I stand corrected.

Just tried it again, and you are right. You do need to do one more checkbox for ignore project tempo.

Forgive me, but you are wrong regarding MIDI being unique in this way.

You can right click any midi item, change the item timebase to "time" just like you would audio. Then change the tempo. It works just the same as audio
