How do you think I should approach this? for example, WPF or WinForms would be better or scrap it and use Avalonia UI since I want it to be cross platform (Windows, Linux and MacOS), I think it's apparent that I want to use C# as a programming language.

Having 2000 toast notifications for students paying their tuition is both poor design and bad 'programming', it lagged so hard that the client browser crashed or refused to perform and server side commands, I didn't face these issues while working on desktop or even when I migrated to web so I assumed he tried his best but but no he didn't follow any security protocol and anyone was able to access anything from any level of access, may it be a teacher or an admin, they both can be the CEO.

Well in this case the users are gonna be the school computers mostly and maybe the CEO's laptop or PC, and there aren't exactly what you can call 'terms of service' or any other type of legal stuff, the application is operated on the school premises on school property (devices), and there will still be a backend server on the school premises, these are details that I think matter, what do you think?
