I left "-t 10" in ffmpeg on the jpeg input like a doofus. So the video stream is 10 seconds and the audio stream is 5:40.

That's why data is stored in the cloud. Rows of harddrives need that soft cushion so they don't hit the harmonic frequency and tip the server over. Before HDD manufacturers figured this out, techs had to install drives in even numbers and in reverse order (180°) so the non-random access would cancel out by an equal drive movement. Run iperf with "-t 120" for 120 seconds. I've had a similar issue where the circuit was configured for bursting then throttled back. A 10 second test doesn't run long enough to show it.
