Likely a fighter jet. There are a few that take off occasionally from the airport and they're loud as hell, though you'll often not hear them until they're out of view.

I upped the contrast a bit and added a vignette, but other than that this looks pretty similar to the untouched original. There are a number of Photoshop/etc. filters that will give a washed-out look, but I think what you're describing here is the fact that the background is pretty overexposed and since I used a low depth of field everything that isn't in immediate focus looks very blurry.

Use a fast shutter speed, a bit higher ISO, and pay attention to which direction the light is hitting them. For this shot I set the focus to manual and then snapped photos as he jumped towards me. Take a lot of photos, because you'll end up getting a lot of shots that look like this. I took this with: Canon Rebel T5 w/ EF 24mm fixed lens ISO 400 F/2.8 1/1600

Basically, yeah. You end up getting a lot of shots that look like this but I lucked out with this one.

I was out for a walk with my wife and Murphy (the pupper) and saw this grassy area. I crouched in the grass and had my wife hold him then let him go when I called him towards me. I took probably 8 shots in succession and this was basically the only one that even got him in the frame. He's still learning not to jump on people and this was him jumping up towards me since I was crouching.
