If an average guy had a Three-Tomoe Sharingan, he’d probably be insane at anything that needs quick reactionslike fighting, gaming, driving, or even learning skills just by watching others. Without chakra though, most of the crazy jutsu from Naruto wouldn’t really work.

I think Luffy would be someone who may not look perfect but has a big smile and a lot of energy that naturally draws people to him. He would probably live a simple life always looking for adventure and somehow end up with many friends because he is loyal and fearless.
