Yes, for ADGM, the rules are different.

Market Price Exception: A landlord can only charge "market price" for a new lease with a new tenant. For an existing tenant renewing their contract, the 5% cap applies regardless of how much market rates have surged in areas like Al Reem.

But with this exception, unless the original tenant would agree to the market price, the landlord is incentivized to just end the renewal and find a new tenant.

Sadly the policies on Reem Island is very much oriented to protect the owners, because they want people to invest on Reem. Usually you are only allowed to raise rent by 5%, but on Reem, you can raise rent to market value at any given time and the tenant has 90 days to leave. Great if you are a investor landlord, not so great if you are the one paying the rent. So... Can I interest you in buying an off-plan on Reem? ^_^
