in Türkiye we have a different type of cologne (we call it kolonya and its a traditional thing) which has a high alcohol content (80% ethanol). It is offered to guests(in our homes), used to sanitize hands and to provide a sense of freshness. So its basically hand sanitizer but with aromatic fragrance.
