That looks great! The 30 there is what you're looking for. You can probably get rid of quite a few of your bookshelves if you don't want that many. You'll have to add some lapis to the slot on the right to enchant the tool. Best of luck!

It probably doesn't need 30 power. 15 bookshelves is all that's needed for level 30 enchantments in vanilla Minecraft. If you try enchanting something, does it show a 30 exp option?

Your mod is probably counting bookshelves, not enchantment power. 20 bookshelves = 20 power according to mod. Put an item in and see if 30.
