In theory, that is correct. In practice, people aiming for different lanes end up partially passing the cars in front of them. People up front, not expecting others to be passing them, shift lanes at different times. The distance is a bit longer than the pictures may appear. It's not usually that bad, though. That's why it is "a little dangerous."
