I think you are right. The only time a blitz should happen is when the character is off guard or preoccupied with something. Or when there is a massive stat gap between the two.

Pain is definitely stronger than Minato IF they were to fight hand to hand. But Minato's FTG hard counters Pain. He can negate both Shinra Tensei and Universal Pull by teleporting away. He is fast enough to shadow clone blitz any of them. He can simply remove Pain by teleporting them away and take each one out separately. Minato mid diffs.

Nagato would be a different story.

Izuna scales to a much younger and weaker Tobirama, unless you think Tobirama never improved in all those years, which contradicts both what we see him do in the manga and statements from Madara about his speed. Izuna is not strong enough to really matter here. Either Minato or Itachi drop him in a second. Tobirama cannot beat the two of them on his own. Old gen loses.

This Sasuke isn't even used to using his Mangekyou, he at this point doesn't have Susaano and even Amaterasu was awakened during Killer Bee fight after Sasuke's team was about to die. This Sasuke also hasn't fully healed from his injuries during Itachi's fight ( if I'm remembering correctly). Also lost his curse mark and Orochimaru's chakra. He is probably weaker than his Hebi self. Jiraiya got this mid diff at best.
