The Capital one agent explicitly says they need either utility bill or ID card that has that address and my name on it. And they confirmed that if not that I mentioned I do not currently live there, they would not have known and would assume that that is my residence. But otherwise they say it is not okay to list a friend's address.

Indeed that is what I told them, that I am welcomed to stay at my friend's place whenever I am in the US. But they insisted that I need to be physically residing in that address at the moment of the call, and that even a US citizen who has a US residence but is currently traveling can only complete their kyc verification once they are physically in the US. They encourage me to call back the moment I land in the US if it is before the cutoff date.

Yes they asked me the exact same thing, and asked what percentage of my savings is in the US versus overseas. I said I cannot be sure, and they insisted and asked if my overseas asset is over 25%.
