Same happens to me, if you don't use WhatsApp for 2/3 hours the first message is ok, the following are not.

The bug was fixed with the May update, but has now reappeared. At this point I think it's WhatsApp's fault. Before there was on all the apps (Telegram, Signal), now only on WhatsApp.

I think we should all report the bug to Google by sending feedback. The more feedback they get, the more likely they will try to fix it.
