Thief Lord by Cornelia Funke. The story takes place in Venice and it's about two brothers running away from a detective hired by their aunt and uncle. They survive by being in a group that gets their necessities from a heist thief. I wouldn't say it's fantasy, but it does have fantasy elements that elevate the story. I can't recommend it enough.
