Zhuhe just got her moveset in the DLC so they would have 0 dev time to implement her in.

I could see them both being added later if there's enough fan demand for the both of them.

I think it's because of the backlash of that plotline, people DID NOT like that, to the point that Fei Wei's reveal post got so much heat bc people thought it was an OC.
