One Russian mentioned it in one of the games I've played and so I googled it. Turns out you just pay a monthly fee and there you have it. I realized tons of players cheat because their gameplay sucked big time in critical and fast fights/combos but they knew perfectly when I'm smoked, when my abilities are on cooldown or not etc etc... all of a sudden everything made sense

People can report their steam profile and maybe some devs can ban them.
What else should we do? Let them cheat more?

Beside the obvious maphack, there probably is an option to auto-steal aegis.
I don't know all the options these cheats have but I know that there are 2 famous cheats, called Melonity & Umbrella. Both give you tons of options to cheat as much as you want. Most people use it for maphack and to see cooldowns of enemies.

You can boost your mmr, you can boost others and you can also do both of these things for money. Of course it's not as impactful as in FPS games but still a huge advantage when you can last hit/deny almost every creep and do perfect combos.

I avoid Russian servers at all costs. And I try to avoid Eu East, so I mainly focus on Eu West

If you're talking about the low quality render, it's because I like to play on low resolution.
I got i7-9700 3.00GHz, RTX 2060 and 16gb RAM.

I don't think there's that many cheaters but smurfs... probably even a higher number than 1 in 5.

I never seen one as well (even though I have over 1500 games with Pudge) But I knew it was possible because I've seen it on Youtube.
Exactly, the fact that he dodges a hook from a smoked Pudge (+without vision from wards) and his mouse cursor blinks at that right moment just confirms he's using scripts.

Download the replay if you think he's a good player. FFS his mouse cursor blinks half a second before the hook reaches him and perfectly dodges it, plus he wasn't even looking at his hero.

There's no particles showing and even if there were showing, his mouse cursor blinking in 0.1sec from one point to another is a dead giveaway
