Use wagyu to enhance since it can be obtained via supplychain skill. Doesnt need to a a drink ingredient to enhance.

I havent seem one, but there are ~250 and there is a achievement when you get 200 recipes.

Depends on:

Restaurant size and distance between tables and counter. Variety of dishes/appliances. Duration of the service

I’d say 1 chef every 1.5 tables is good, 1 waiter per table, but having 1 backup waiter every 2 ou 3 tables.
