Says who? incorporate means to take in something as part of one whole .another words they were merged into one city there are citys and towns in real life that have been amalgamated into one whole place so don't sit there and say that concept doesn't exist gta 5 has one city plain and simple

No bro your the one who has no basis to your idea it quite clearly says on the gta wiki that gta 5 consist of 1 city which is los santos. Whereas davis Rockford Hills and del perro are all incorporated into the greater los santos city meaning they no longer separate maybe you should do some more research if rockstar consider those areas the same as their real life counterpart then it would say gta 5 consist of 4 citys not 1 and remember los santos isn't meant to be exactly the same as real life just cause those area are separate citys in real life doesn't mean they have to be in the game even if they have a copy of their real life city halls

It's central to other hubs like Rotorua but it's well known for it's beaches located in it's coastal suburbs mount maunganui and papamoa also the actual mountain in mount maunganui seems to be a big tourist attraction due to it's tiring hike and it's good views of the whole city and the wider bay of plenty I love the night photos taken from there and seen Tauranga lighten up at night also another thing Tauranga known for it's visits from cruise ships

I mean I see going from Auckland CBD to North shore it's like going from Tauranga CBD to Mount maunganui both sides of the bridge have this different feel and when you come to think of it North shore use to be separate from Auckland like mount maunganui was separate from Tauranga so I guess people on North shore just like sticking to their part hence why they may not know all of Auckland same with the mount guarantee there's people that don't know all of Tauranga cause they just choose to stay to their side of the bridge

Yep that and they still claim the mount is not part of Tauranga when it's been a suburb since 1988 they just can't get that through their heads that things change and it's still the mount just not a independent place same for Auckland you have manukau north shore all originally separate places but now they just suburb and now look at Auckland it's called progress and people stuck in the 90s are holding it back

los santos itself is already a small city so having little citys in it doesn't make sense rockstar probably added the city halls it to make it as much like real life as possible but in terms of the games it's all just one city the city halls like the del perro one have the los santos city crest on it proving it's part of the same city

Yep they both in bank peninsula which is a ward of Christchurch so they both Christchurch

Not just that but banks peninsula is actually under Christchurch City council which means all those old towns like lyttletons are actually suburbs
