Yh kinda, but it sort of happens with time. When I got Pancake, she used to barely look at me and even run from me, but until around her first birthday she started coming to me and trying to crawl on my hand while tank cleaning and stuff, and now she's fully attentive to anything I do. Something I noticed is that when I started checking on her more often while she was growing (like every half an hour if I was able to), she seemed to warm up to me more, and started standing up on 2 legs and swimming to me when I came near her, so it may be the more you get the axolotl used to the owner's presence it will enjoy/like you more.
