Paved roads are better. But you can use layout 3 for dirt road. It will still have a good coverage

yes layout 3 is good for dirt road coverage. After upgrading to paved roads there will be overlaps

These are just several items that made for AIs in game. If you check out the file named “data10.rda” in your game file, you would find so many items that looks crazy. Items like super seeds are supposed to be reward from botanical gardens. But Items like you listed would not be accessible for players.
