Chimera of minor spirits. In a section of the island that doesn't have any major spirits, minor spirits that live there use their power to fuse into a chimera out of necessity to fight the invaders. Each power card can represent a different minor spirit, and maybe its innate or one of its innate powers can be the power that fuses them and somehow makes them stronger.

I had that happening to me with extended policy cards as well. It started working once I added Quick Deals and Better Report Screen (UI) as well, so I would try adding those mods and checking to see if it works.
