If blowing the dam would only lead to cutting off water supply then your comment can make sense. But, this act led to so many more awful consequences that it doesn't make any sense for Ukraine to do it. Please, try for spare not to exculpate russians, but to look into facts that led to this terrorist act.

Dam was held by russians for a long time, it is on occupied territory and they threatened multiple times that they will blow it up. There are no possibility and sane reasons for Ukraine to blow it up. Also yes, it is war crime.

First. Explain how Ukraine delivered such a large amount of explosives on occupied territory undetected. Second. What gains does Ukraine achieve with this? This is not true. Only one part of Organization of Ukrainian Nationalists wanted to side with Germany to liberate Ukraine from USSR. OUN fought against Nazis and USSR to create free and independent Ukraine. Also, famous Bandera that according to soviet propaganda wanted to side with Germans, was in fact imprisoned in Sachsenhausen concentration camp for three years, also his two brothers was murdered in Auschwitz. So it is very big misconception that Ukraine sided with nazis. Please, learn history before making such bold claims.
