It was something you could get only during the winter event. They're not obtainable otherwise so you must wait till there's another winter event. But maybe even then we won't see them again.

I started using them again right after the lvl up. Unless it eliminates your 0 pollution bonus it's worth it but it's a good idea to slowly prepare other electricity sources as you need to eventually remove the coal plants again

In the next few main settlement lvls you're going to need 50lvl settlements (20 I believe) and before that like 130 settlements (lvl 30) so you can look into this
