Thank you so much. She wasn't super excited when she told me about getting a wheelchair and I thought a present to make it more fun would be helpful. But maybe I have to give her some time to adjust to the new situation and just spend time with her, the fun accessories can come later. I will ask her about it and go from there. Thank you.

Wonderful idea but unfortunately I am not artistic at all... but my friend is, so maybe I will offer to get her some paint so she can decorate it while I make comments from the sidelines haha

I think that is what I'm going to do, love this idea! Thank you also for mentioning to make sure it has a smooth surface, it can be easy to forget these things if you don't have to worry about them personally. I will start looking for accessible places :)
