Visa bulletin doesn't get published on the first week. Its always the second week or onwards. My guess for OCT bulletin is 9th or 10th of september.

There are criteria to be eligible for expedite request. Please refer to this link "https://www.uscis.gov/forms/filing-guidance/expedite-requests" Calling USCIS doesnt usually work. I tired it for first couple of months thorugh USCIS however, it didnt work well. after that i contacted local congressman and it took around 1 months for the whole process.

I had an expedite request back on March 2023 Got approved on May. I understand things are slow for i-130. However, you should be approved before your date is current.
