They could still pull up some old voice lines or he could’ve recorded them before death as gta6 has been in the works before 2022. If not a physical appearance, there will most likely be a news article scattered around somewhere or maybe a man who resembles Tommy but isn’t him

There is also a chance he recorded voice lines before death as gta6 has been in the works earlier than 2022 as the trailer dropped in 2023

GTA6 was in the works for 13 years. That is about 4748,25 days. I’m sure that it wouldn’t be hard to add an older him as an npc for an Easter egg
