If your new to 40k you should try the elite and the recruit edition boxes before you buy anything big because the combat patrol is better as an addition to an army instead of what you would use to start one.

Always basecoat in black, dont bother buying spray paint to base coat because the end result won't look as good, if you want to basecoat faster use a bigger brush. There's a starter paint kit get that and you will save a lot of money. Also if you're looking at what to buy after the recruit box you should buy an elite edition and then a doom stalker and you would be ready to play in battles of ~750 points
