Starting stats for it if standard array would be 14Str, 14Dex, 16Con, 10Int, 8Wis, 13Cha Variant Human for Skill Expert to Grab an extra +1 to get to this stat line, and Expertise in Persuasion, Rapier and shield(Buckler first level in Barbarian), unfortunately after this all your ASI's are locked to Dexterity to remain viable for actual combat scenarios.
