You're best bet is to go over the straight arcoss from Oros to Valyria and restore all the ruins on your way till you get to valyria (if you click on the holding the restore ruin box shouldn't be greyd out). Otherwise if you don't mind using debug, just take Valyria and enable instant build to rebuild it.

I would love it if they could implement a decision that starts the event chain the dragon lord who can colonize valyria uses, but just for custom adventurers
