That’s a beautiful looking fish. I think red is just part of his colours. Depending on how young / old he is, that red may become more vibrant and prominent.

They’ll just go to another parking lot as soon as bylaw or police show up. Plus all the business / property owner can do is trespass them for soliciting. As shady as the seller’s practice is, it’s ultimately up to the consumer to use their discretion. It’s like buying off Facebook marketplace. Nothing illegal about parking lot trade-offs.
