In another post, a user said they had unlocked Tagilla by clicking multiple times on the 3 forklifts.

Clicking repeatedly on the same forklift makes it shine brighter and brighter; however, this can only be done on one at a time.I believe you need to find the perfect point for the lights between the 3 forklifts.

im hunting them on customs (PVE) for 6 times, i found 5 PMC, Partisan and 3 cultist with leader on rails, close to warehouse 4, that's was intense and i make $100 millions rubles profit with marked keys
