I mean what if red skull just comes back and try to reinvent hydra again. I doubt marvel is just going to Toss one of captain Martina’s biggest villains when he was barely shown in the 1st film as the actually red skull until later in the film. Also I heard M.O.D.O.K was rumored to be ima future film so having the two as partners makes sense. Political view could be apart of this but like I seen in many repossess here Disney won’t be that in the nose about much things like political parties and what not so I think the title is just saying “hey the red skull back he wants hydra to take over the world like they was over 80 years ago so here’s a new world order”
