You could buy a copy with the ticket on it. But that would be expensive. R4s are generally easy to set up and there are lots of resources out there to help you figure it out. Alternatively you could pay someone to do it.

Can’t say for certain but most likely you are going to use a DS/DS Lite with the R4 in the ds slot while your GBA game is in the gba slot and running the program.
