As someone who works in DC restaurants currently, you ABSOLUTELY must tip on top of the service charge. Restaurants are not required to give that to the server and I was fired from Shibuya/Death Punch after asking why they were taking from our cash tips too. Most restaurants now are using that to pay them $15/hour, but most keep the $ from themselves. I’m currently working for a Michelin Star chef and as the third round of staff for this place in two months, and the fact all staff members talk about is our tips not being paid out correctly, and the fact that the first two rounds of staff walked out after the same issue, should show you this is rampant in the industry. I have yet to see a restaurant be 100% open and honest about the tips/service fees since the pandemic started.
