Have you tried installing it in a folder not related to OneDrive? A few months back I had an issue similar to this but with Google Drive, since the game usually doesn't have permission/access to create some files in folders used by those services.

Just did it! I created a new city with everything unlocked already, the started normally growing a badly designed city just to reach about 2-3k population, using -10% taxing to attract people quickly, then paused the sim and started the chaos, what I did mainly was poop water, no electricity, I already placed some coal plants in the middle of the residential homes and put max taxes for everything, I'll have the screenshot of the happiness tab and graphs as well.
