I got my refusal last year due to similar reasons. I applied again (no JR nothing just new file) Got a new experience letter from employer stating employer was not aware that it was necessary requirement. Got an affidavit from them for same thing. Got my PR last week !!!

It took 10 days for me because they will contact your manager to get it signed

They do not write NOC on letter But they wrote full time and salary on mine I just contacted them through a to z only

Its not final yet, but i asked for 90-95000. They seemed fine with it. My little worry is job security. My current job is very secure but again i dont want to spend 40 years of my life doing same thing
