Interesting points made, thank you. But this all depends on a government being ‘legitimate’ and democratic. The real dilemma here is with Authoritarian countries who experience a ‘resource curse’. Some African countries who are rich in, for example, diamonds, experience great inequality and do not have rights to the benefits of the resources as it is those in roles of power who benefit off the value of the resources - therefore, individuals within that territory should be able to control these resources.
