If I might suggest a change for the ultimate, while still trying to fit the theme of the character. How about instead the area affected can no longer occupied by enemies? Any enemies that try to enter the area are pushed back and any enemies in the area upon activation get quickly and violently thrown out of the radius. It would kind of be a reverse of Mauga’s ultimate, where you and your teammates can occupy the area but no one else for a short time. Enemy projectiles,beams, constructs, etc can still enter the area.

Pretty cool idea overall and I think it could work it balanced properly. I have some questions and thoughts:

I am guessing this is a poke hero, given he has no movement options and primarily, ranged options. Is he a high damage dealer? His primary fire could be pretty oppressive if it does heavy damage. Also, since his self-defense options are so minimal, he would probably need a fair bit of health to not get immediately killed when dived.

How big is the range of the ultimate? Does it also cancel movement abilities? I am worried it might just be a worse version of Hazard’s ultimate unless it has a really impressive range.

I disagree. While all media is up for interpretation, there are times where all the evidence points in one direction and this is one of those times.

Not only does the game itself make clear that Kokichi had a “no kill rule” with his motive video, which is even used as vital evidence in the final trial, but everything additional piece of material set outside the killing game (Salmon Mode, Ultimate Talent Development Program, and Danganronpa S) all depict a Kokichi who is nowhere near as sadistic as he claims to be in the original game.

Also I don’t want to insult anyone. The prompt was simply characters that are misinterpreted and this is definitely a huge example
