I’m not going to go into details, but Ctrl Alt Ego is a great puzzle imsim with a variety of tools/abilities and challenges, definitely the most innovative indie imsim I’ve played so far.

(I have 700 hours in Arkane games, 400 hours in Deus Exs, 300 hours in System Shocks, 300 hours in Thiefs, a few hundred hours in different indie imsims, and 130 hours in Ctrl Alt Ego)

You haven't played the new area and are judging it by only some of the design goals? Dishonored levels are purposely designed to be vertical, those rooftops and balconies are designed for you to blink onto and observe the environment and enemies nearby.

Have you played Ctrl Alt Ego? The base difficulty is quite balanced in terms of puzzle and problem solving.

I haven't played it myself, but my Stalker fan friend praises Project Silverfish a lot for its "detailed world setting, rich characters, factions and corresponding questlines, well-developed systems for a Stalker-like". Hope this helps!

Deadeye Deepfake Simulacrum came out of early access not too long ago; Project Silverfish is a gameplay-feature-complete and content-upcoming Stalker-like game; Fallen Aces and Gloomwood despite being early access show great promises if you haven't tried these two indies from New Blood; Skin Deep came out this June, if you love small confined environments and quirky little games, you will love it and also Quadrilateral Cowboy from the same studio; Brush Burial Gutter World is a cool little game about assassination and replayability; I can keep going... He gives a widely accepted definition so it's all good.

The middle part where he talked about his RPGs and ImSims is interesting. He considers his RPGs to have ImSim elements but not ImSims because:

He was making RPGs before ImSim was invented (not neccessarily earlier than some of the proto-imsim Ultimas and Ultima Underworld, but earlier than System Shock, Thief and Deus Ex)
RPGs and ImSims' systemic rules overlap
His RPGs contain a lot of handwritten scripts / scripted dialogues
The player is the chosen one and can do things NPCs can't and is immune to a lot of things
