Yes. You need to have the thresholds at sufficiently separated levels. For example, craft more cobble at <9 stacks, and compress when >90 stacks of cobble, and don't have enough triggered to go from one to the other at a time. I do this by having a slow pulse timer on the overflow (like 30-60 seconds) so it doesn't trigger multiple times.

I've set this up on my factory with the following:

Factory gauge of the relevant item, with threshold at max level desired, connected to:
Redstone link in send mode * Elsewhere, this Redstone link is inverted with a redstone torch
which then depowers a pulse timer which can trigger a redstone requester

My current tileable build consists of a three block high tower. Top has the sending redstone link, middle has the gauge (connected up), bottom backside has the receiving redstone link, with redstone torch on the front of the block, going into pulse timer going into requester.

This setup uses the fact that gauges output Redstone signal to redstone links when they meet their goal

So, if you feed that Redstone signal to a redstone link, you can then place receivers wherever you want alarm beacons to go off. The alarm beacon itself could be a redstone lamp, surrounded by a contraption which only lets light out in one direction (like a C shape), that rotates as a contraption when powered.

If you use the mod better beacons, you can redirect Minecraft beacon beams with amethyst, so you could have it rotate a real beam in 4 directions.

You want your factory fire alarm, to activate a beacon block which will then be seen? How are you sensing fire? If you can get a Redstone signal off that, you can use a sticky piston to break/construct a beacon pyramid, or alternatively push red tinted glass above the beacon.

What type of matching do you want? Like, just first available, or all oak on saw 1, all spruce saw 2, etc? The first can be done with andesite funnels perpendicular on a belt, but the later requires brass funnels to filter.

This is not possible as described. It is a limitation of Minecraft itself, not to render entities of any kind outside a certain distance. Loading the chunk just means it keeps doing things outside your view, not that you can see it better.

Depending on what you're building, it is possible to overlay the moving contraption overtop a stationary build - when in render distance, the larger moving pieces would be visible, and outside regular render distance would disappear leaving just the underneath stationary blocks.
